Yo! My mind is going into trance right now. All sort of theories are just jumping inside. Before understanding one, another theory shines in the dark corner of my brain. Let's see if my fingers can catch up with the spree. The following contains major spoilers following One Piece Chapter 818 Inside The Whale, read at your own risk.
Now that sensei [Oda] decided to give more insight about the four red [road] ponyglyphs, I just wanted to explore the potential places where it is located. Let's get started:
I. Shanks
First of all, let me point this out: Shanks is NOT aiming to become the next king of pirates (KOP). Why? Simple, because he has already reached Raftel and possibly saw One Piece while he and Buggy The Clown were aboard the Oro Jackson ship of the last King of Pirates, Gol D. Roger. I feel in many ways that Shanks is very much like the late Yonko Whitebeard, they have no interest in becoming the KOP. Read my theories regarding the role of Shanks here.1) He does have it, and it was given to him by the last KOP Gol D. Roger. Perhaps he is holding onto it to make sure the right successor to Roger's will gets it.
2) He simply doesn't have it. This is a scenario I'm more inclined towards. Since Shanks has no need to become the KOP, heck...what's the need to have it?
II. The World Government: The Tenryuubito and The Marines
Recall that dirty secret the devil incarnated, Doflimengo, said that he knew about the World Government (WG) and that it was the reason they couldn't kill him? What if this is the reason why? Doflimengo knows that the Tenryuubito is in possession of the last road poneglyph, and he also knows that they want the whereabouts to remain so secretive that they could tolerate Mingo to remain a rascal of the sea.

I could be wrong, and the secret could simply be another Weapon! Just like Poseidon back in Fishmen Island. I made a theory about that back in 2012, unfortunately I deleted the blog before backing up :(.
III. The Newest Yonko Kid on the Block: Marshall D. Teach and the Black Beard Pirates
I doubt this dumb ass has it, but for the sake of spouting theories, this guy might have it. We all know that Teach is collecting devil fruit powers all for the sake to become KOP. When it comes to pirates, he is the true nemesis to Luffy and his crew. And make no mistake, he has the ambition and a true drive. It wouldn't surprise me if Teach and his cronies know about the location of the last road poneglyph. If he does, it will give more juice to the story.
IV. The Revolutionary Army: Dragon
As Doflimengo well said: "The Will of the people, the Revolutionary Army (RA), has its own share of beasts enough to scare any good men!"In order for Dragon and his men to overthrow the world government, he needs power. As of now, everyone thinks that One Piece might be a sort of Ultimate Weapon. Assuming that it is, the RA needs it as well.
And this is exactly where Robyn's help comes in. It may be that the RA needs Robyn to decypher some unrelated poneglyphs to unravel some WG's dark secrets. But this makes lots of sense as well. Lastly, I believe that The RA will be at the forefront of those who came to fight for this world as Whitebeard exclaimed right before passing away.

In any case, these are probably the main theories being thrown out to guess the exact location of the last red poneglyph. What I personally feel strong towards are:
- Shanks doesn't have it, but the WG might have it.
- Its location is probably in a new country and our heroes will find it soon! Smells like adventure to me :).
